Generally, it would be good to be able to skill as soon as possible when money is collected. Right when collecting salary from the guard seems like an obvious place.
Guess there are other places, so just a general check on whether money level is sufficient for skilling would be preferred. But if that is difficult, then when collecting cityguard salary would still be great. TY
